Has the medical network proven to be so vulnerable? I find it strange to hear that a government network is so weak in the face of hacker attacks. Really, I don't know how hard it was to do.

As it was POCSAG Paging it isn't hard to decode in the slightest. Many many businesses and medical fields are still using Radio Pagers instead of migrating to IP Based Pagers.
